The appeal board's ruling arrived at nine-seventeen AM.

Not a dismissal. Not a full vindication. Something more nuanced and more useful.

The board found that the monitoring provision's enforcement scope, as applied to the Class Shift classification under the current evidentiary standard, was not supported by the administrative record. The prior class manifestation evidence, combined with the forty-three-month developmental stability documentation, established a factual basis inconsistent with the provision's premise of an active accumulative process requiring intervention.

The monitoring provision was suspended pending further administrative review.

Not terminated. Suspended. The distinction mattered legally—Acharya explained this in a follow-up message at nine-thirty: a suspension meant the enforcement scope was inactive but not eliminated. The Association could refile under a different evidentiary standard. It would take them three to six months to build a new case, if they chose to pursue it.

Three to six months.

He read the ruling twice and thought about what three to six months meant in the context of everything else.

"Wells," he said.

"She has ninety days to file an appeal of the suspension," Maya said. She was reading the same document. "The suspension holds during the appeal period—she can't reinstate enforcement while the challenge is in administrative review."

"Ninety days," he said.

"Ninety days." She met his eyes. "The CITF's operational authorization falls with the monitoring provision's suspension. They lose their legal basis for active operations in the city."

He thought about Vale.

"Vale will comply," he said. "She's a contractor within legal parameters. The parameters changed."

"Yes." Maya looked at the display. The death-domain ambient read, sixty-three kilometers northeast. "And the Perfect One—"

"Is no longer constrained by the conflict-of-interest scenario." He looked at the bearing. "The CITF stands down. The Perfect One has the Harmony's architecture and the member signatures and no counterweight." He calculated. "How long before it knows the ruling?"

"The Association's administrative record is public document," Tomas said from across the room. He'd been following the appeal document feed. "The ruling filed at nine-seventeen is in the public registry. If the Perfect One has access to the public registry—"

"It has an information network," Yuki said. She was at the table with her tablet. "Its peripheral contacts include at least one administrative registry reader. The ruling will reach it within—" She looked at her phone. "Minutes. It's already accessible."

He stood up.

The training had been interrupted for the ruling. He'd gotten two hours of sleep and then three hours with Gareth on the integration point shift. The shift wasn't perfect—it required directed attention, not automatic activation, which meant he had to choose when to deploy it rather than running it as a reflex. But it worked. Under full stress testing at nine AM, he'd shifted the Warrior-framework integration point twelve centimeters from its standard position and held the shift for seven seconds before the regulation layer required it back.

Seven seconds. More than enough for what he was planning.

"The Fourth District dungeon core," he said. "Tomas—the mana-field influence radius."

"The core site is in the eastern quarter of the Fourth District. The influence radius of a dormant but intact dungeon core of that class is approximately forty to sixty meters, depending on ambient field density." He pulled up the site data. "The site is in an industrial district. Low foot traffic. No permanent mana-shielding."

"The Perfect One tested its technique at three different dormant cores in the Northern Reaches," Damien said. "The Fourth District core is a different site, different class. But the fundamental mana-field architecture is analogous—simultaneous integrated field, not discrete. Its calibration data was built from the Northern Reaches cores." He looked at the site data. "The Fourth District core's field architecture would be—close enough that the technique's calibration would read it as the test environment."

"Creating interference between the technique's target model and the Harmony," Gareth said from behind him. He'd come in during the ruling reading and hadn't announced himself. He was looking at the site data. "The calibration data was optimized for a dormant core's integrated field. In the Fourth District core's influence radius—the calibration would be fighting both the core's field and the Harmony simultaneously."

"Splitting the technique's targeting architecture."

"Yes." Gareth looked at the site. "It's a reasonable theory. The execution depends on whether the technique's design has an error-handling protocol for conflicting field architectures."

"If it has one, we'll see it during the engagement," Damien said. "If it doesn't—"

"If it doesn't, the technique stalls while the calibration recalculates." He looked at Damien. "This is not a guarantee."

"I know." He looked at the site data. "It's the best available configuration."

Gareth nodded. One nod.

He told the Collective's core group at ten AM.

Not the full thirty-three—the eight people who needed to know the operational plan: Maya, Gareth, Tomas, Petra, Yuki, Jae-won, Jisun, and Mun. Jisun and Mun had asked to help the previous night, and he'd told them tomorrow. This was tomorrow.

The plan was straightforward in structure. The Fourth District core site was the engagement location. Damien would position inside the influence radius. The Perfect One would come—it had been waiting for the CITF's authorization to end, and with the ruling now public, the wait was over. The engagement would happen.

The Harmony's new capabilities—the orientation interface, the integration point shift—were the variables that changed the outcome compared to the commercial district engagement. The dungeon core's field architecture was the environmental factor that might degrade the technique's calibration.

"Might," Petra said.

"Might," he confirmed.

She looked at the site data. "The dungeon core's influence radius is forty to sixty meters. We need everyone clear of the radius or we're adding unintended variables."

"Clear perimeter at eighty meters," he said. "The seismic monitoring coverage needs at least two points inside the eighty-meter perimeter for real-time data."

"That's within the influence radius," Tomas said.

"I know. The monitoring points need to be shielded." He looked at Tomas. "Do we have portable mana-shielding units?"

"Two units from the previous site's equipment." He checked the inventory. "Commercial grade. They'll reduce the core's field influence penetration by sixty percent. Not zero."

"Enough to protect the monitoring function."

"Probably."

He looked at the group. Jisun had been listening with the focused attention of someone who was tracking details methodically. Mun had the oscilloscope-over-shoulder posture of someone doing their own parallel calculation.

"Jisun," he said.

"The transit corridor," Jisun said. "The approach routes from the Perfect One's current position to the Fourth District site. I can run predictive path analysis on the approach vector—if it takes a direct route versus an alternate, the arrival window changes significantly." He held Damien's eyes. "You need the timing right."

"Yes." He looked at Tomas. "Work with Jisun on the approach vector analysis."

Jisun nodded.

"Elara," he said.

Mun looked up. "The dungeon core's field architecture. I have an Enchantment sub-type with a structural analysis function. If I get within the influence radius before the engagement—I can map the field architecture precisely and compare it against the Northern Reaches core data in the Fragment Collective's database. Tell you whether the architecture match is close enough to degrade the technique's calibration." She paused. "The Enchantment class's structural analysis is passive. I can run it without triggering the core's field response."

He looked at her. "You'd be inside the influence radius when the Perfect One arrives."

"I'd be outside the influence radius when the Perfect One arrives," she said. "I run the analysis and extract before you position. I need forty minutes."

"Get started now."

She was already standing.

He found Gareth at noon in the secondary room. Gareth was at the oscilloscope running what looked like a calibration procedure, but when Damien came in he looked up and the calibration posture shifted to the teaching posture—hands behind back, slight tilt of the head.

"The integration point shift," Gareth said. "Show me the current maximum."

He ran it. Warrior-framework integration point. Full directed attention. Seven seconds of shifted position before the regulation layer required it back. Twelve centimeters.

Gareth watched the oscilloscope.

"The regulation layer's resistance to the shift decreases as the Harmony's coherent field strengthens," he said. "At ninety-seven percent function—the current resistance is higher than it would be at full operation." He met Damien's eyes. "In the engagement—when the Perfect One's technique is actively pressuring the Harmony, the regulation layer will be in a high-load state. The resistance to the shift may decrease."

"The pressure makes the shift easier."

"Possibly. I don't have experimental data on that. It's a theory based on the regulation layer's known behavior under load." He paused. "Don't plan around it. But be aware it might happen."

"And if the shift works better than expected."

"Then use it." He looked at the oscilloscope. "And if the orientation interface activates automatically under technique pressure—which it should at this point—the two functions together give you a window that the Perfect One will not have modeled."

"Because it didn't know the functions existed."

"Because it didn't know the functions existed." He looked at Damien. "Damien. The incomplete data on the third vulnerability band. The Perfect One will realize that data was incomplete the moment the functions activate. It will adapt."

"I know."

"It adapts quickly."

"I know." He met Gareth's eyes. "The first use of each function has to be decisive. Not exploratory—decisive. I can't give it time to adapt."

Gareth looked at him with the oscilloscope-reading expression applied to something the oscilloscope couldn't measure.

"And what did that teach you," he said.

He thought about it. "That I've been waiting for perfect information before committing. The Perfect One collected information throughout the commercial district engagement and committed to the analysis at the end. I committed to the outward pulse at the end." He looked at the oscilloscope. "This time—the orientation read and the integration point shift are first-move functions. Not reserves. If I wait to be certain before using them—I've already lost the window."

Gareth nodded. Twice—the unusual version, the one that meant more than acknowledgment.

"Yes," he said. "That's exactly right."

At two PM, Elara Mun returned from the Fourth District core site.

She was at eighty-two percent of her normal field state—the core's influence radius had taxed her structural analysis function even at passive operation. She sat down at the monitoring station and ran through the analysis data with Tomas for twenty minutes.

The result: the Fourth District core's field architecture was a ninety-four percent analog to the Northern Reaches core architecture. Not identical—different site histories, different dormancy periods, different ambient integration patterns. But the fundamental simultaneous integrated field structure matched at ninety-four percent.

The Perfect One's calibration data had been built from ninety-three percent accuracy tests.

"The Fourth District core is closer to the test environment than the calibration was built for," Damien said.

Mun looked at him steadily. "If the technique's calibration encounters the core's field in the influence radius—the core's field will register as the test environment. The technique will partially resolve against the core's architecture instead of the Harmony's."

"How much degradation."

"Unknown. The theoretical model suggests twenty to thirty-five percent technique effectiveness reduction in the influence radius." She paused. "Theoretical. Based on the field architecture analysis and the calibration data comparison. Not empirical."

"Twenty to thirty-five percent," he said.

"Plus the Void Keeper passive's sixty-three percent penetration reduction," Gareth said from behind him. He'd been listening. "Combined—the technique's effective penetration of the Harmony in the influence radius drops to single digits."

The room went quiet.

"Single digits," Maya said.

"That's the model's projection," Gareth said. "Not a guarantee. The Perfect One may have error-handling protocols I haven't accounted for."

"But if the model is right—"

"If the model is right, the technique cannot produce an uncontrolled cascade in the Fourth District influence radius. The penetration is insufficient for the cascade threshold."

He looked at Gareth.

"Say it again," he said.

Gareth met his eyes. "If the model is correct—the technique cannot produce an uncontrolled cascade in the influence radius."

He looked at the monitoring display. The death-domain ambient read: sixty-three kilometers northeast. Still holding.

"The Perfect One will know the degradation is happening the moment it activates the technique," he said. "It will adapt. It will either try to move me out of the influence radius or shift to a different approach."

"Yes," Gareth said. "Which is why you use the orientation interface and the integration point shift in the first engagement window. Before it has time to adapt."

He looked at the display.

The scenario had changed. Not the conflict-of-interest structure—the CITF was no longer a factor. Something different. The environment itself as the counterweight. The Perfect One's own research data working against it.

Three functions working together: the orientation read, the integration point shift, the dungeon core's field interference. Each one reducing the technique's effectiveness. Combined—

He thought about the Seven-second window for the integration point shift. About the automatic orientation activation under third-band pressure. About what happened when the technique's calibration found a ninety-four percent match to its test environment and tried to resolve against it.

"I need to be inside the influence radius when it deploys the technique," he said.

"Yes," Gareth said.

"And I need to be at the influence radius boundary when it arrives—not inside. Inside disrupts the approach, but the Perfect One won't commit to the technique until it has a clear engagement window." He thought about the circumferential approach, the methodical mapping. "It will assess the environment. When it identifies the core's field architecture—it will recalibrate. That recalibration takes time."

"How much time," Maya said.

"Based on the dungeon core tests—four to six minutes to run a full architecture assessment." He looked at the site data. "I'm inside the influence radius before it completes the assessment. That commits the technique's initial deployment to the current calibration data."

"Which was built before it knew about the Fourth District core," Tomas said.

"Which was built before it knew about the Fourth District core." He looked at the display. "The first deployment is blind. The second deployment is adapted. I need to end it in the first deployment."

The room was quiet.

"The model," Maya said. She looked at the site data. "If the model is correct."

"If the model is correct." He met her eyes. "It's a better model than the one I had for the commercial district engagement."

She held his eyes for a long moment. Then: "Okay."

"Okay," he said.

At three-forty PM, Tomas's seismic monitoring flagged the Perfect One.

Sixty-three kilometers northeast. Moving.

Not circumferential. Not the methodical mapping pace.

Direct. Northwest, toward the city, at a sustained transit speed that Tomas logged as significantly faster than the original approach.

"The appeal board ruling," Tomas said. He was watching the approach rate. "It's been waiting since nine-seventeen AM. Six hours."

"It was confirming the ruling was final," Yuki said. "That there was no last-minute injunction." She looked at Damien. "It's thorough."

"It always is." He looked at the approach vector. Direct. Fast. No circumferential mapping this time.

It knew the city's geometry. It had built the map on the first approach. There was nothing left to map.

"Time to city boundary," Damien said.

Tomas was calculating. "At the current rate—three hours. City boundary at six-forty PM."

"Time to the Fourth District site from the city boundary."

"Twenty minutes transit."

"Seven PM arrival at the site." He looked at the team. "We need to be positioned before six-thirty."

He looked at Gareth.

Gareth was at the oscilloscope. He was watching the death-domain ambient read's approach bearing and doing calculations that wouldn't be written down.

"The model," Damien said. "The engagement projection."

Gareth looked at him. He held Damien's eyes for a long time with the expression that meant he had a measurement and was deciding how to report it.

"Favorable," he said. "But the projection holds within a narrow parameter set. If the Perfect One adapts before the first deployment is complete—" He stopped. "Don't give it time to adapt."

"I know," Damien said.

He looked at the approach bearing on the monitoring display. The death-domain ambient read, sixty-three kilometers northeast, moving at sustained transit speed, direct and purposeful.

Six hours of waiting. The Perfect One had waited six hours after the ruling was filed to verify that the CITF's authorization was genuinely ended.

He had three hours and twenty minutes.

He went to do the final training session.
