Three weeks passed.
They established a base in the Pacific Northwestâa compound deep in the forest, accessible only by a single road that could be monitored remotely. Jin wired the property with every surveillance and security system he could acquire. Elena set up a medical bay. Yuki ran security drills.
And Kai watched the world burn.
The Council's exposure had triggered a cascade of consequences that no one had fully anticipated. Governments fell. Corporations dissolved. Careers ended in scandal and suicide. Every day brought new revelations as investigators pulled at threads that The Council had woven into the fabric of global power.
But The Surgeon was patient.
While others panicked and fled, he methodically consolidated his position. He reached out to former Council operatives, offering protection and purpose. He made deals with intelligence agencies who wanted The Council's expertise without its baggage.
Within three weeks, he had transformed himself from a hunted criminal into an unofficial consultant for half the world's governments.
"It's brilliant, really." Jin displayed intercepted communications on the compound's central screen. "He's positioned himself as the only one who can clean up The Council's mess. Former operatives come to him for sanctuary. Governments come to him for intelligence on remaining threats. He's becoming indispensable."
"And rebuilding The Council in the process," Yuki added grimly. "Different name. Different face. Same structure."
"Can we expose him?" Elena asked.
"We already did. Two weeks ago, we released the files showing his plans for Council reformation." Jin shook his head. "The story ran for three days, then disappeared. Our sources say intelligence agencies quietly buried it. They need The Surgeon too much to let him fall."
Kai stood at the window, watching rain streak down the glass. "So he wins."
"Not necessarily." Jin pulled up a new screen. "He's building fast, but that means he's making mistakes. Recruiting operatives without proper vetting. Accepting assets with questionable loyalties." A list of names appeared. "Some of these people have personal grudges against The Surgeon. Some of them have reached out to us."
"You're suggesting we build our own network."
"I'm suggesting we use his speed against him. Plant people inside his organization. Gather intelligence. Wait for the right moment."
"That's a long game."
"It's the only game we can play right now." Jin met his eyes. "We can't fight him directly. He has too many resources, too much protection. But we can undermine him. Slowly. Carefully."
Kai considered this. The thought of waiting, of playing politics while The Surgeon rebuilt everything they had fought to destroy, went against every instinct he had.
But Jin was right. Direct confrontation would fail.
"Who's reached out?"
Jin pulled up profiles. "Lin Mei. Former operative, Crimson Hand guild. She has a personal history with The Surgeonâhe ordered the assassination of her mentor."
"I know that name." Kai frowned. "She was one of my former students."
"According to her file, you trained her for three years. She was one of your most promising proteges before the memory wipe." Jin hesitated. "She also hates you. You killed her family on a Council mission."
"Of course I did." Kai's voice was flat. "Is she willing to work with me?"
"She's willing to destroy The Surgeon. Whether she'll cooperate with you specifically remains to be seen." Jin highlighted another name. "Viktor Kozlov. Former Ghost Protocol. The Surgeon tried to have him killed when he refused to join the reformation. He barely escaped and has been in hiding ever since."
"Viktor I remember. Fragments, at least." Kai turned from the window. "Set up meetings. Both of them. But be carefulâThe Surgeon could be using them as bait."
"I'll run full backgrounds. Multiple verification protocols." Jin was already typing. "Anything else?"
"My grandfather." The words came out harder than Kai intended. "Where is he now?"
"AEGIS has him in a secure medical facility. The cancer is progressing rapidly." Jin's voice softened. "According to our source, he's asking to see you."
"Why would he want that?"
"I don't know. The request was passed through official channelsâDirector Cross herself approved it." Jin pulled up the communication. "She's suggesting that your grandfather might have information about The Surgeon. Intelligence that could help bring him down."
"Or it could be a trap. A final attempt to manipulate me."
"Probably. But can you afford not to find out?"
Kai was silent for a long moment. His grandfather had spent his entire life manipulating peopleâeven dying, even defeated, he might still have moves to make.
But he might also have genuine intelligence. Secrets about The Surgeon that could be useful.
"Set up the meeting," Kai said finally. "Maximum security protocols. And Yuki comes with me."
"Are you sure that's wise? Given their historyâ"
"That's exactly why she needs to be there." Kai's expression hardened. "If my grandfather is going to try something, Yuki will see it coming. She knows how he thinks."
"Because she was his student."
"Because she survived being his student." Kai moved toward the door. "Get Lin Mei and Viktor scheduled for next week. And keep monitoring The Surgeon's communications. If he's making mistakes, I want to know about them."
He left the command center and walked out into the rain, letting it wash over him as he processed everything.
Three weeks ago, he had thought the war was ending.
Now he realized it was just beginning.
