Marcus had sent her a message from the north block at 0637â*third alignment initiated, proximity cascade, bringing the observer bearer in*âand by the time the three of them came through the entrance, the monitoring array was reading the full network's relay channels and Cross had a baseline frequency capture of the cross-pair resonance running across Kira's eighteen pairs.
She took one look at Vedran's frequency signature on the analyzer and said: "The emission pattern. Your six pairs are running in a different configuration than forty-eight hours ago."
"The proximity effect works both directions," Vedran said.
"Interesting," Cross said. "How often does that happen."
"In all three specifications I've observed," Vedran said, "the proximity trigger affects both bearers' cross-pair states. The observer bearer's pairs shift toward a supporting configuration." He paused. "My Protocol's design descriptionâas much as I've been able to reconstruct itâincludes a section on complementary resonance. My pairs are designed to provide reference frequency for the active specification bearer during alignment events."
"A tuning fork," Cross said.
Vedran looked at her.
"Approximately," he said. "A tuning forkâyes, that'sâ" He paused. "Actually yes. That's the clearest description I've found."
Cross opened the notebook. She was already writing.
Arlo had the network standing down from relay formationâMarcus had sent the stand-down code on the walk back. The three-floor configuration was dissolving, people moving back to their normal positions, the quiet tension of the early morning formation releasing into ordinary morning routines. Kira heard it in the building without seeing it. Twenty people standing down.
She sat at the workspace table.
Her knee hurt in the way pair two reported things. The phantom pain signal was accurate to the impactâshe'd hit hard enough that the phantom report was substantial. It would run for a few hours at moderate intensity and then decrease. Standard.
What was not standard was the cross-pair resonance running across all eighteen pairs.
It was quiet. That was the first surprising thing. She'd expected something loudâthe cascade had been loud, all eighteen pairs screaming simultaneously in the ninety seconds before she'd managed them back. What was running now was the opposite. A low, integrated hum. Not silenceâdata was moving, the pairs were exchanging their reportsâbut organized data, moving in directions that made sense to each other.
Like a city instead of a crowd.
She'd heard Dorian use that phrase. She understood it differently now.
"Tell me what you're feeling," Cross said.
"All eighteen pairs are running the cross-pair exchange," Kira said. "The secondary signal that was just pairs seven, nine, and six in the monitoring sessionsâit's running across the full set now. All of them." She paused. "It's quieter than I expected."
"The noise you were managing before," Cross said. "The eighteen pairs running independently. The interference, the competition for bandwidth, the cascade potential. The management framework you built to keep them from disrupting each other." She was writing. "What does managing them feel like now."
Kira thought.
"Like managing a conversation," she said. "Not managing noise."
Cross wrote that down.
Vedran was at the table across from Kira. He'd accepted a cup of coffee from Maren without commenting on it and was holding it the way someone does when they're not really thinking about the cup. He was watching the monitoring display.
"The stabilization phase," he said. "The third alignment initiates the cross-pair resonance. The stabilization phase is the pairs calibrating the new configuration. Finding the routing that makes the exchange efficient." He paused. "In the specifications I've observed, stabilization takes two to four days. During that time, the bearer experiencesâintermittent disruption."
"Define disruption," Kira said.
"The pairs testing the new configuration," he said. "Occasionally a routing that doesn't work. The cross-pair exchange hitting an incompatible path and generating interference. Not as acute as the full cascadeânothing like the simultaneous activation. But intermittent." He paused. "Three or four disruption events over the two to four day period. Short duration. Minutes."
"During the hearing preparation window," she said.
He looked at her.
"Yes," he said. "I know."
"The hearing is in six days," she said. "I have testimony sessions in four and five. If the stabilization produces disruption eventsâ"
"Cross can build a monitoring protocol to track the routing tests," Vedran said. "If a disruption is forming, there will be a precursor in the frequency signature. Not much warningâthirty, forty secondsâbut enough to sit down and manage the pairs before the routing test resolves."
"Thirty to forty seconds," Kira said.
"In the specifications I've observed," he said. "You may have more. You've been running the management framework for twenty-four years. Your pair management response time isâ" He paused. "Faster than the other bearers I've observed."
"How much faster," she said.
"Considerably," he said.
Cross looked up from the notebook. "I can build the precursor monitoring protocol today. You wear a sensor patchâthe same type I use for the pair activation sessionsâand I run passive frequency monitoring through the relay network. If a routing test develops, I flag it through the relay channel to you."
"A thirty-second warning through the relay," Kira said.
"Yes," Cross said. "Is that workable."
She thought about being in the testimony window in four days and getting a thirty-second warning through the relay that a disruption event was forming.
"I'll make it workable," she said.
Cross nodded and went back to the notebook.

Vedran Sok had been a Protocol bearer since he was twenty-three years old.
He told them this over the next two hours, in the workspace room with the monitoring array running and Cross taking notes and Marcus sitting very still in the corner the way he sat when he was cataloguing everything he heard and evaluating it in real time.
"The first blessing I received was Specification Sense," Vedran said. "I could detect Protocol frequencies. Blessing signatures, curse signatures, the third frequency. Not just senseâread. The way Cross reads frequency data from the analyzer." He paused. "The curse was Forgettability. People don't remember me. I've had a conversation with someone and twenty minutes later they don't recall meeting me. It's graduatedâbrief interactions fade completely, longer interactions fade partially. The people in this room will retain this conversation, but if I pass them in a hallway tomorrow, some of them will have to actively work to remember who I am."
"The dungeon sites," Cross said. "The Guild's database has your signature but no attributed bearer."
"No one thought to attribute it," Vedran said. "I walked through Guild monitoring zones for years before anyone noticed." He paused. "The Forgettability curse affects documentation. Reports about me tend to lose detail. People write accurate accounts that somehow omit the identifying information." He paused. "I've never tested whether that's the curse actively doing something or just a downstream effect of people not retaining the memory of who I am."
"The three specifications you observed," Kira said. "Tell me about the first one."
He did.
The first specification had been a woman in her thirtiesâhe didn't use her name, and Kira didn't ask. The Protocol had been a different configuration: blessings of perception, curses of presence. As her perception blessings grew, her physical presence in the world diminishedâpeople looked through her, she cast shadows irregularly, she left no footprints. The integration endpoint was a form of perception so complete that the absence-of-presence curses became the mechanism for accessing information that physical presence blocked.
"She completed at sixteen pairs," Vedran said. "Not eighteen. Her specification was different from yoursâdifferent design, different endpoint. The Final Protocol for her specification wasâ" He paused. "She became something the world could see through. Not invisible. Through. If you looked directly at her, you could see whatever was behind her. Not literallyâmetaphysically. She became a kind of window."
"A window," Kira said.
"To whatever needed to be seen," he said. "She spent years after completion traveling. She'd appear in places where something important was hidden or unacknowledged, and people would find themselves able to see it." He paused. "I'm aware that sounds abstract."
"It sounds like a defined function," Cross said.
"Yes," he said. "Each specification's endpoint is a function. Not powerânot strength or invulnerability. A function. Something the world can use." He paused. "The second specification I observed was a man with a temporal Protocolâblessing of Foresight, curse of temporal displacement. As the blessings accumulated, the displacement became more severe. He kept arriving in moments before or after the moment he intended. The integration unified his temporal sense." He paused. "His endpoint: he existed in every moment simultaneously. Not time travelâpresence. He's still there. Still running. He experiences the full timeline all at once, which he told me wasâdisorienting, but manageable, and worth it."
"He's still running," Kira said.
"The endpoint isn't death," Vedran said. "The specifications don't end the bearer. They transform them into something the specification was designed to create." He paused. "The third specification was a bearer with a social Protocolâblessing of Influence, curse of Isolation. He could move people, shape how they felt, create connections between strangers. The curse isolated him from genuine connectionâeveryone around him experienced their connections to each other more fully, but couldn't form a genuine connection with him. The integration resolved this." He paused. "His endpoint: he became what I can only describe as a connective tissue for a community. He's still living in a mid-sized city. People in that city experience unusual levels of trust and mutual understanding, and when they try to identify why, they can't point to anything in particular."
"He's running in the background," Kira said.
"Yes," Vedran said. "Not visibly. Not heroically. Justâpresent in the way a well-designed thing is present. You don't notice it. It works."
Kira looked at her hands.
"My specification," she said. "Eighteen pairs. Blessings and curses. The cross-pair resonance building toward the specification endpoint." She paused. "What's the endpoint."
Vedran looked at her.
"I don't know," he said.
She looked at him.
"I observe from outside," he said. "I see the specification building. I see the alignment events. I see the transformation when it completes. But the endpoint is individual to each specification's designâthe Architect's own question for that bearer." He paused. "I've watched three complete. I know what the endpoints of those three were because I was present for them and I could read the result in the frequency signature." He paused. "Your specificationâI've been watching it build for thirteen years. But the endpoint is inside the specification design, and the specification design is inside you. I can't read that from outside."
"You can't tell me what I'm becoming," she said.
"No," he said. "But I can tell you that the three specifications I've observed all became something that the world needed." He paused. "Not what the world wanted. Not what the bearer wanted. What the world needed. The Architect seems to be good at those."
Kira looked at the window.
Marcus was very still in his corner.

The precursor monitoring protocol: built and tested by 1500. The sensor patch calibrated to Kira's current frequency signature. The relay channel configured to push a flag through to her relay implant when the pair routing tests reached the precursor threshold. Tested twice against a simulated disruption signal Cross generated from the frequency analyzer.
Thirty-two seconds of warning in the first test. Twenty-eight in the second.
"Approximately thirty seconds," Cross said. "The flag is a specific sensation through the relayâI've set it to pulse twice. You'll feel it in the relay implant, not through the curse catalog."
"Distinct from the curse noise," Kira said.
"Distinct," Cross confirmed. "The relay implant is a different channel from the blessing-curse pairs. You'll know which is which."
Kira tested it.
Two pulses. Clean signal.
"Good," she said.
Cross had also been running the new cross-pair frequency data through the T7-F translation framework. By 1700, she had a revised integration percentage.
"19.2%," she said. "The third alignment's initiation advanced the measured integration percentage. The simultaneous activation eventâall eighteen pairs firing at onceâstarted the cross-pair exchange running at a higher baseline than the gradual monitoring sessions were producing." She paused. "The 2.4% jump represents the difference between three pairs in early cross-pair interaction and eighteen pairs in early cross-pair interaction."
"The third alignment advanced the integration," Kira said.
"The third alignment was designed to advance the integration," Cross said. "The proximity cascadeâthe simultaneous activationâthat's the mechanism. The eighteen pairs had to experience concurrent operation to begin cross-pair routing. They couldn't build the routing through gradual pair-by-pair sessions." She paused. "Vedran's tuning fork description. Your pairs needed a reference frequency to calibrate against."
"His six pairs provided it," Kira said.
"His six pairs provided it," Cross confirmed. "Without his Protocol's complementary resonance, the proximity trigger would have fired but the calibration might not have taken as cleanly." She looked at the notes. "He's been doing this for three other specifications. He knows how to position himself as a tuning fork even if he didn't know where your proximity threshold was."
Kira thought about Vedran at the table, holding the coffee cup.
"He was apologetic about the fall," she said.
"He should be," Cross said. "He should have warned you more clearly about the proximity trigger. The incomplete messageâ" She paused. "His Forgettability curse might affect his ability to fully account for what others don't know. If he's been living with this knowledge for forty years, he may not have adequate access to what it looks like to encounter it without the knowledge." She paused. "That's speculative. I'm approximately fifty-two percent confident."
"It's a reasonable speculation," Kira said.

She found Vedran in the adjacent unit at 1900.
Dorian was there tooâthey'd been introduced at midday, and she'd walked in on a conversation at 1400 where Dorian had been asking Vedran about the first specification bearer's curse architecture with the intensity he brought to anything the Protocol design could clarify. Vedran had been answering carefully, aware of what the question meant to Dorian.
They were quieter now. The conversation had settled into something that wasn't entirely comfortable and wasn't entirely uncomfortable eitherâtwo bearers who had been defined by what their Protocols had cost them, sitting in the same room without performing normalcy at each other.
She sat.
"The hearing," she said to Dorian.
"Five days," he said.
"The hearing prep sessions continue," she said. "The disruption events from the stabilization periodâthey're intermittent, short duration, manageable. Cross built a warning protocol." She paused. "I'll be present for all the scheduled sessions."
"I know," Dorian said. "You don't have to reassure me."
"I'm not reassuring you," she said. "I'm stating what's happening."
He looked at her.
"Yes," he said. "Both at once."
Vedran watched this exchange with the attention of someone taking careful notes.
"The hearing," Vedran said. "The Cult's filing. The Council's oversight committee." He paused. "I've been monitoring the public developments for the last eight months. The dissolution fail-safe argument, the Curse Collector documentation as the risk case study." He looked at Dorian. "I've read the public record."
"Most people have," Dorian said.
"Most people read it as the record of a dangerous entity," Vedran said. "I read it as the record of a specification operating without a network for forty years." He paused. "The barrier functionâthe three hundred curses running in competition without the relay architecture to distribute the load." He looked at his hands. "My six pairs include a curse that produces a sustained, low-grade discomfort. I've had it for forty-one years. I've built management around it. The management works most of the time." He paused. "I can't imagine three hundred."
Dorian was quiet.
"You submitted documentation to the hearing committee," Vedran said. "The Architect's notation framework."
"Yes," Dorian said.
"The committee will read it," Vedran said. "Whether they understand it fully or notâthey'll read it. And the submission will be in the record. Whatever the hearing's outcome, the submission is now in the Council's formal record." He paused. "That matters past this hearing."
Dorian looked at him.
"You think this hearing isn't the end of it," Dorian said.
"I think the Cult of Purity's advocacy argument has been building for years," Vedran said. "This hearing is one proceeding. The submission is a permanent addition to the record. What you wroteâthe functional description of what the Protocol architecture isâthat's in the record now regardless of what Valerian argues in five days."
Dorian looked at the desk.
"Yes," he said. "That'sâyes."
Kira watched them both.
The observer bearer who'd spent forty-one years watching specifications develop from a distance. The Curse Collector who had forty years in the public record and twelve pages in the Council's hearing file. Both of them sitting in the adjacent unit at 1900, on the same side of something that neither of them had chosen.
Both at once.
"The stabilization period," she said to Vedran. "Two to four days."
"Yes," he said. "The routing tests will resolve by day four at the latest. The cross-pair exchange will be running in a stable configuration by then."
"The hearing is in five days," she said.
"The stabilization will be complete before the hearing," he said.
"You're sure," she said.
He paused.
"Approximately eighty-seven percent confident," he said.
"Good enough," she said.
