He sent the notice to Ye Shuangyu: *The security committee has requested a review session on the provincial cooperation inquiry. Yao Jianming. I want to discuss how to respond before I reply.*
Her answer came in four minutes: *My office. Now.*

She looked at the notice with the expression of someone who had been expecting something in this category even if not this specific form.
"Yao Jianming," she said. "He's been in the Security Committee liaison position for three years. He knows the jurisdictional boundaries precisely."
"He has legitimate authority to review cooperation requests that touch on Bureau-credential-adjacent activities," Chen said. "The inquiry fits his criteria technically."
"Yes," she said. "Which means refusing the review creates more institutional friction than attending it does."
He'd come to the same calculation. Refusing the review would put the committee on record as having been denied a legitimate request — which would generate formal escalation. Attending the review meant navigating what he could and couldn't disclose about the second party situation.
"The inquiry's subject matter," he said. "The credential verification request identified a potential impersonation of provincial Bureau credentials in northeast district municipalities. The individuals who were being identified — Liu Qiaoyun, Xu Mingzhi, the Remnant Institute — are not Vanguard adversaries. The matter has been resolved."
"You can say that truthfully," she said.
"I can say that the investigation identified a credential irregularity, the irregularity was resolved through direct engagement with the parties involved, and the third division has no further active inquiry in this area," he said. "All of that is accurate."
"Yao Jianming will want to know who the parties were," she said.
"I can decline to disclose individual identities for an investigation that's been closed," he said. "Standard privacy protocol for resolved inquiries."
She looked at him. "He'll push on that."
"He can push," Chen said. "The third division filed the inquiry under the cooperation framework, which allows the division head to determine disclosure scope for resolved matters. That's my position and yours as division head, and it's been our position since before the succession."
She held his gaze for a moment. The assessment — was this the right call, or was there a better path. "You want to attend the review and hold the privacy protocol position."
"Yes," he said. "The alternative is that the security committee has an open question about a cooperation inquiry from the third division that the third division declined to address. That creates a permanent record of institutional non-cooperation."
"And attending creates a record of cooperation," she said.
"Even if the cooperation doesn't provide the full picture," he said.
She thought for a moment. "I'll attend as division head. The inquiry was filed under my access — I should be the primary respondent. You can be present as second-in-command."
"That changes the dynamic," he said. "If you're the primary respondent, Yao Jianming has to make his case to an A-rank division head with eight years of institutional standing rather than a second-in-command who was appointed three weeks ago."
"Yes," she said. "It does."
He looked at her. "You could have filed the inquiry under my access instead of yours."
"I could have," she said. "I chose not to."
She was looking at the inquiry notice, not at him. The choice she'd made when filing the cooperation request — to take the institutional exposure herself rather than route it through the new succession position. The matter was resolved.
"The identified parties," Yao Jianming said. "In the resolution — who were they?"
"Private individuals with no formal affiliation to any organization the Vanguard has current engagement with," Ye Shuangyu said. "The credential was from a former Bureau employee. The purpose of the credential use was investigative research into field signatures. No operational threat was identified."
"Field signature research," he said. "Is this connected to the recent B-rank succession position holder's Luck Aura classification?"
Chen stayed still.
The question was a test. Yao Jianming was seeing if the provincial inquiry was connected to Chen's reclassification — the security committee consultation that had run through Zhao Dequan four weeks ago and produced the complete reclassification finding.

"Unauthorized surveillance," Yao Jianming repeated. "That description implies a potential security incident."
"It was assessed as a low-threat intelligence-gathering activity," she said. "The parties' objective was research, not operational. The engagement confirmed that and produced a resolution."
"Who conducted the engagement?"
"Third division second-in-command," she said.
Yao Jianming looked at Chen for the first time in the session.
He returned the look with the flat, assessable patience he'd developed over eighteen months of operating in environments where people were reading him. He was second-in-command now. This was a committee session. He was present as a member of the division's senior structure.
"Your engagement with the parties," Yao Jianming said, "happened when?"
"The week following the provincial inquiry's return," Chen said. "The Sunday after receipt."
"And the resolution was direct engagement without the security committee's involvement."
"The third division's cooperation inquiry falls within the division head's authority to resolve directly," he said. "Resolved matters with no ongoing threat profile don't require committee review. We're attending this session as a courtesy."
Yao Jianming looked at Ye Shuangyu. She didn't change her expression.

"Were determined to be field-active awakened individuals operating within the division's normal activity," Ye Shuangyu said. "No further clarification is necessary for a resolved matter."

The question was more precise than Yao Jianming's. She'd done more reading.

The technical review lead sat back. She'd gotten a more complete answer than Yao Jianming had been able to extract. And she'd gotten it cleanly — the distinction between surveillance and research, the different status post-resolution.
Yao Jianming looked at Chen. Not hostile. Something more specific: the look of someone updating their model.
"The parties," he said. "If there's future research activity that involves the division's field signatures — will the security committee be informed?"
"If it involves unauthorized monitoring, yes," Chen said. "Authorized collaborative research is within the third division's purview."
"Authorized by whom?"
"The division head," he said. "And, for matters involving classified field data, by me as second-in-command."
Yao Jianming sat with this for a moment.

"The parts that don't fall under investigation privacy protocol," she said. "Yes."

"Her name is Peng Lihua," Ye Shuangyu said. "She's been on the security committee for two years. Empathic ability — emotion reading. She was at the succession council session."
The empath who had given him the look in the succession session. *Both, possibly.* She was on the security committee's technical review.
"She'll connect the threads if she looks at them in the right sequence," he said.
"She already started," Ye Shuangyu said.
He thought about this. "The empath reading me during the session. What did she see?"
"That you were precise and controlled," Ye Shuangyu said. "Which is accurate. She doesn't read thoughts — she reads emotional state. You were calm. That's what she got."
"Not much."
"Less than she'd get from someone anxious about the committee review," she said. "Which is its own data point."

He would need to give her something she could work with. Not everything — just enough that the picture she was building had a coherent shape rather than gaps that demanded explanation.
He would think about how to do that.

"Yes," he said.
"She's not hostile," Ye Shuangyu said. "She's curious. There's a difference."
"Curious people investigate," he said.
"Curious people with good judgment," she said, "also know when to stop investigating and start watching."
He thought about this. The empathic read on a precisely controlled subject — not much to work with, but not nothing. A picture of someone who operated at very low emotional variance. Which might be more interesting than anxiety, to someone who'd seen enough anxiety to stop finding it informative.
"I'll have the Thursday assessment results filed in the division record this week," he said. "The B-rank cultivation profile, the absorption efficiency trend data. Transparent records for anything that reads as anomalous from the combat performance metrics."
"That's a specific kind of transparency," she said.
"Data that I'd want her to have," he said. "Freely available rather than requiring investigation to find."
She looked at him. Then: "That's good."
They walked back toward their respective offices. The Vanguard's administrative corridor, the field running at its midday standard, the aggregate ticking in the background as the network continued its recovery.
He thought about Peng Lihua and what she'd be doing with her afternoon.
